Juvenile Facilities

For those that are interested, here's a link to an article describing the current situation in juvenile facilities, where more than 10 percent of juveniles report some form of sexual abuse. Here's a group of people we don't normally think about protecting. But this is out of control. They have rights too, though. NOBODY deserves to not have control.
